Mthai สัมภาษณ์พิเศษ ทูตสหรัฐ กับแนวโน้มประธานาธิบดีใหม่อเมริกา

ไทย-สหรัฐยังสัมพันธ์แน่นปึ้ก ทหารสหรัฐฯ จะร่วมมือไทยป้องภัยก่อการร้าย และอาเซียน เชื่อปัญหาใต้ใช้สันติวิธีแก้ปัญหาได้

ผู้สื่อข่าว Mthai News สัมภาษณ์พิเศษความเห็นส่วนตัว คริสตี้ เคนนีย์ เอกอัครราชทูตสหรัฐอเมริกาประจำประเทศไทย ถึงการเลือกตั้งประธานาธิบดีสหรัฐอเมริกา ถึงมุมมอง ชาวอเมริกันจะเลือกใคร ให้ก้าวมาเป็นผู้ดำรงตำแหน่งประธานาธิดี ระหว่าง นายบารัค โอบามา และนายมิตต์ รอมนีย์

ทั้งนี้ ทูตสหรัฐฯ ระบุว่า โพลส่วนใหญ่มีการสำรวจ และพบว่ามีการแข่งขันกันอย่างสูสี แต่ทั้งนี้จะต้องรอจนกว่าชาวอเมริกันจะลงคะแนนเลือกตั้งอย่างเป็นทางการ จึงจะรู้ว่าใครจะได้รับเลือกเป็นประธานาธิบดี เวลานั้นชาวอเมริกันจะมีผู้นำที่เพรียบพร้อมด้วยคุณสมบัติที่พวกเขาเลือก

เมื่อผู้สื่อข่าวถามว่า สหรัฐฯ ยังคงเน้นนโยบายต่างประเทศของอาเซียน( (Association of South East AsianNations หรือ ASEAN) หรือไม่ ไม่ว่าใครจะชนะการเลือกตั้งในครั้งนี้

แน่นอนว่า สหรัฐยังคงสานต่อนโยบายกับกลุ่มประเทศสมาชิกอาเซียน ในฐานะขององค์กร และรัฐสมาชิกที่มีอยู่ ไม่ว่าใครจะก้าวขึ้นมาดำรงตำแหน่งประธานาธิบดี เพราะจนถึงปัจจุบัน กลุ่มประเทศอาเซียนเป็นกลุ่มสมาชิกที่มีความสำคัญในด้านการค้ากับประเทศสหรัฐ และเราหวังเป็นอย่างยิ่งว่า ความร่วมมือที่แข็งแกร่งระหว่างสหรัฐและอาเซียน จะช่วยให้มีความเติบโตทางด้านเศรษฐกิจ และการเมือง

ขณะที่เมื่อผู้สื่อข่าวถามว่า ภัยคุกคามการก่อการร้ายในเอเชีย ประเทศสหรัฐจะเข้ามาช่วยเหลือภูมิภาคนี้อย่างไรบ้างนั้น หลังจากที่ก่อนหน้านี้ ประเทศอื่นๆ ในเอเชียตกเป็นเป้าหมายการก่อการร้าย และประชาชนผู้บริสุทธิ์ตกเป็นเหยื่อ

แน่นอนว่า ปัญหาการก่อการร้ายส่งผลกระทบต่อเราทุกคน ซึ่งทางสหรัฐฯ เองตระหนักดีว่า มีภัยคุกคามการก่อการร้ายสากล เป็นปัญหาที่น่าวิตก จึงเป็นเรื่องที่สหรัฐฯ ให้ความสำคัญเป็นอันดับต้น ๆ ที่จะร่วมมือกับประเทศพันธมิตรรวมทั้งประเทศไทย เพื่อปกป้องผลประโยชน์ของพลเมือง และประชาชนทั่วโลก

เมื่อผู้สื่อข่าวถามว่า ในมุมมองของท่านเอกอัครราชทูต คิดว่าในอนาคต สหรัฐฯ จะมีบทบาททางด้านกองทัพ และระบบรักษาความปลอดภัยในภูมิภาคนี้อย่างไร

ทหารสหรัฐยังคงจับมือทำงานร่วมกับประเทศไทย เพื่อสร้างเสถียรภาพในภูมิภาค ไม่ว่าใครจะได้รับเลือกเป็นผู้นำ ความสัมพันธ์ที่แข็งแกร่งยังเหมือนเดิม ไม่เปลี่ยนแปลง

เมื่อผู้สื่อข่าวถามว่า ในปีหน้าที่จะถึงนี้ จะมีการเฉลิมฉลองความสัมพันธ์ไทย-สหรัฐฯ ครบรอบ 180 ปี ทางสหรัฐฯ มีนโยบายอย่างไร และจะยังคงเหมือนเดิมหลังจากที่มีการเลือกตั้งหรือไม่

ฉันรู้สึกตื่นเต้นมากที่จะมีการ เฉลิมฉลองความสัมพันธ์ไทย-สหรัฐฯ ครบรอบ 180 ปี เป็นวันครบรอบที่มีความสำคัญยิ่ง เพราะเป็นโอกาสที่เราได้มองย้อนกลับไปมองสิ่งที่เราประสบความสำเร็จร่วมกัน และถือเป็นโอกาสที่เราจะมองไปข้างหน้า ที่มิตรภาพจะมีความแน่นแฟ้นมากยิ่งขึ้นอีก และงานของเรากับประเทศไทยจะยังคงมีความแข็งแกร่งมากยิ่งขึ้นในปี 2013

เมื่อผู้สื่อข่าวถามว่า เรื่องของปัญหาชายแดนใต้ในประเทศไทย ในความคิดเห็นของท่านทูตเอง รัฐบาลไทยควรปรับกลยุทธ์เพื่อแก้ปัญหาอย่างไร หรือไม่

แนวทางแก้ไขปัญหาความรุนแรงในจังหวัดชายแดนใต้นั้น เป็นเรื่องของคนไทยที่จะร่วมมือกันแก้ไขปัญหา ในฐานะที่เป็นคนนอกไม่สามารถแสดงความคิดเห็นในเรื่องนี้ได้ อย่างไรก็ดี รู้สึกเสียใจกับผู้ที่สูญเสียบุคคลอันเป็นที่รัก และหวังเป็นอย่างยิ่งว่าสันติวิธี จะเป็นหนทางแก้ไขปัญหาได้

เมื่อผู้สื่อข่าวถามว่า ท่านทำงานอยู่ที่ประเทศไทยมากว่า 2 ปีแล้ว มีมุมมองอย่างไรสำหรับประเทศไทยในอนาคต อีกทั้งประเทศจะเดินหน้าไปในทิศทางใด ทั้งในแง่ของเศรษฐกิจ ความมั่นคง ท่ามกลางความแตกแยกของคนในสังคมที่มีอยู่

ฉันรักช่วงเวลาที่ได้อยู่ในประเทศไทย และหวังว่าจะได้ทำงานอยู่ในประเทศนี้ต่อไป ประเทศไทยเป็นประเทศที่สวยงาม และฉันก็ชอบในการพูดคุยกับคนไทยทุกส่วนของประเทศ ฉันได้เห็น ความอบอุ่น ความคิดสร้างสรรค์ และความเห็นอกเห็นใจของคนไทย

จึงมั่นใจว่าอนาคตประเทศไทยจะสดใส และฉันก็หวังว่า ประเทศไทยจะยังคงมีบทบาทการเป็นประเทศผู้นำในแถบเอเชียตะวันออกเฉียงใต้ ภูมิภาคที่มีการเติบโตทางด้านเศรษฐกิจ การเมือง และนโยบายของประเทศ

Q: In the Ambassador’s view, Americans would pick whom, Obama or Romney?
A: Most polls show that this will be a very close race. We will have to wait until the ballots are counted to see who the American people have chosen. The good news is, no matter who wins, the American people will have a highly-qualified, well-educated, and experienced leader after this Wednesday.

Q: Would the U.S. still stress its foreign policy on ASEAN after the election no matter who wins?
A: Absolutely. The U.S. will continue to engage ASEAN as an organization and all of its member states at very high levels, no matter who wins our election. To date, the ASEAN region has become one of the largest trading partners with the U.S., and we can expect an even stronger partnership between the U.S. and ASEAN as the region continues its economic growth and increased political clout.

Q: Concerning the future terrorism threat in Asia, how would the U.S. assist this region since terrorism always targets innocent people in other countries?
A: Terrorism is a problem that affects all of us. The U.S. recognizes that there are very real threats of global terrorism and takes the issue very seriously. It is a top priority for us to work with our partners, including Thailand, to protect our interests and citizens around the world.

Q: How do Ambassador Kenney view the future role of the U.S. military and the security arrangement in this region after the election?
A: The U.S. military will continue to work with Thailand and our other military partners to ensure regional stability for all throughout this part of the world. Regardless of who wins the election, these strong relationships aren’t likely to change.

Q: What is the future plan to celebrate the 180th Anniversary of U.S.-Thai relation concerning U.S. foreign and security policies? Would they be the same after the election?
A: I am very excited to commemorate the 180th Anniversary of U.S.-Thai relations. Anniversaries are important, because they give us a chance to look back at everything we have accomplished together, and provide an occasion to look forward at ways to deepen our existing friendship. Our work with Thailand will remain strong, and only get stronger as we move into the future. 2013 will be a year packed with anniversary celebrations and new steps forward with the Thai-U.S. friendship and alliance.

Q: In your view, should the Thai government adjust its strategy to deal with the southern unrest?
A: The solution to end the violence in southern Thailand must come from Thais. As an outsider, it’s not the place of my country to comment on internal Thai matters. That said, I offer my deepest condolences to those who have lost loved ones in the South, and hope a peaceful solution can be found for all Thais.

Q: You’ve been in Thailand for about two years now. How do you view the future of Thailand? What direction the Kingdom should take concerning its economy and security, while big rift in the society exists?
A: I have loved my time in Thailand so far and look forward to continuing to serve here. Thailand is a beautiful country and I have loved talking to Thai people in all parts of the country. I have seen myself the warmth, creativity and compassion of the Thai people, and I am confident that Thailand’s future is very bright. I look forward to Thailand continuing to take a leadership role in Southeast Asia, as the region continues to grow in economic, political, and strategic might.
